1 The three Baltic states (Estonia, Latvia and Lithuania) rejected involvement in the CIS, and sought integration with European MOs.
2 Conflicts occurred following the breakup of the Soviet Union, but with the exception of the Armenian-Azeri conflict over the disputed enclave of Nagorno-Karabakh, these were internal conflict, rather than interstate conflicts. There was conflict in Georgia between the central government and the secessionist regions of Abkhazia and South Ossetia. In Moldova over the status of Transnistra. Russia sought a war against Chechen separatists between 1994 and 1998, and again from 2001 to 2009. Tajikistan experienced a bloody civil war between 1992 and 1997.

9 A Collective Rapid Deployment Force (CRDF) was created within the CIS in 2000, and on its formation in 2002 this project was transferred to the jurisdiction of the CSTO. The Rubezh exercises in 2004, 2005, 2006 and 2007 were all held in Kazakhstan, Kyrgyzstan or Tajikistan, and were based on scenarios related to security situations that had previously occurred in Central Asia.
